Man in wheelchair reportedly smoking drugs

As discussed during the dispatch call, officers were dispatched to the area of 3rd Street and South Franklin Street for a report of a man in a wheelchair possibly smoking illegal drugs with a pipe. The reporting person no longer saw the man when officers were notified.
