Suspicious van repeatedly circles Franklin neighborhood

As discussed during the dispatch call, officers responded to a report of a suspicious white van repeatedly driving through a neighborhood near East Street. The vehicle was later stopped near the intersection of East Street and West Street in Franklin for further investigation.
