Female driver flailing arms and head in car at intersection

As discussed during the dispatch call, a female driver in a silver Honda CRV with (number withheld) plates appears to have a medical emergency near 5th and River streets. She pulled over with flailing arms and head. A passerby reported the incident, and medical and police units are responding.
