Woman found unconscious with drug paraphernalia in VA

As discussed during the dispatch call, a possible medical emergency involving an unresponsive adult female was reported near Villa Avenue and Sixth Street. Drug paraphernalia was found at the scene. The patient was later reported breathing and conscious. Law enforcement was en route.
