Woman with COPD struggles to breathe, nebulizer fails

As discussed during the dispatch call, a possible medical emergency involving a 57-year-old female with breathing difficulties was reported near W 1st St. The patient, who has a history of respiratory issues and dialysis, was reportedly upstairs trying to come downstairs. The nebulizer was not working at the scene.
