Barricades moved causing traffic at Freeman and Galligan

As discussed during the dispatch call, dispatchers report that barricades near the intersection of Freeman Road and Galligan Road were apparently moved, allowing vehicles to pass through a restricted area. Public works and police were requested to help manage traffic in the area.
