Man causes disturbance and flees from Lincoln Street

As discussed during the dispatch call, officers responded to a reported disturbance involving a man who had previously been removed from a different location with a juvenile. He was heard screaming and reportedly refused to leave a property near Lincoln Street before leaving on foot through nearby yards and an alley between Lincoln and Forest.
