Driving complaint for vehicle swerving on Highway 23

As discussed during the dispatch call, officers received a driving complaint about a gray Toyota Highlander traveling north on Highway 23 near milepost 92 in the Hanley Falls area. The vehicle was reportedly drifting over the fog line. An off-duty officer later reported that the driver had turned into Hanley and appeared to be on the phone before returning home.
