Driver nearly hits pedestrian and drives recklessly

As discussed during the dispatch call, officers responded to a report that a yellow Jeep Wrangler nearly hit a pedestrian and drove recklessly near a housing construction area by North Main in Heber. The reporting party also said the occupants made an obscene gesture. A vehicle records check showed the vehicle apparently had no insurance and no active warrants.
