Parents dispute over children at residence

As discussed during the dispatch call, officers were dispatched for a domestic dispute near Poplar Level Rd. Caller reported an argument with the children’s father who was refusing to give her the children; radio traffic indicates a woman outside and a man inside the residence with the children.
