Young child found screaming outside apartment building

As discussed during the dispatch call, dispatch received a report of a young child, approximately three to four years old, screaming outside near an apartment on Protection Avenue, with no parent or guardian immediately located. Officers were sent and reported being in the area to check on the situation.
