Disabled car on State Route 94 near Jefferson Road

As discussed during the dispatch call, a possible disabled vehicle was reported on the right shoulder of the highway near Jefferson Road after a transmission problem. The driver requested a tow and then declined both tow and highway patrol assistance due to lack of funds, and dispatch was later unable to reach the person.
