Concern about person standing alone at K4 area

As discussed during the dispatch call, fire units are refilling water tanks from a hydrant near the skate park on Flagler Avenue, across from a nearby address. They are also asked to go to location K4 after a report from an airline that a situation there is not securing, with one person reportedly standing alone.
