Man reported assaulting friend then leaving in car

As discussed during the dispatch call, dispatchers received a report that a man allegedly assaulted a friend at a location off North Street, then left in a black Buick with a Minnesota license plate. The apparent victim was later located at another address on North Street and refused medical care.
