Suspicious vehicle outside abandoned La Puente factory

As discussed during the dispatch call, officers responded to a report of a suspicious black Honda Civic that appeared to be all blacked out near Wegman Drive, possibly in front of an abandoned factory. The vehicle was reportedly still at the location, and the reporting parties did not want to meet with officers.
