Suspicious person seen in vehicle near Madison and 2nd

As discussed during the dispatch call, dispatchers and officers responded to reports of a suspicious person seen inside and around a vehicle near Madison Street and 2nd Street by a coffee shop and train tracks. The person was reportedly using a flashlight, then walked into the street and may live at a nearby residence. Officers also noted a separate gray sedan with no license plates traveling south on Lafayette Highway.
