Officer checks on male walking on highway

As discussed during the dispatch call, an officer was dispatched to check on a male walking eastbound on Highway 91 between Roads 1 and 3. The individual was wearing all black with blue socks and possibly carrying a small book bag. There was a welfare concern reported.
