Person camping behind store bothering customers

As discussed during the dispatch call, dispatch reports a possible transient camping behind a gas station near Highway 18 and I-29, going through garbage and reportedly bothering customers. No vehicle or bicycle is seen with the person, who appears to have stayed overnight.
