93-year-old male with breathing difficulty and dehydration

As discussed during the dispatch call, emergency responders are attending to a 93-year-old man near Rochester Road. He is conscious and breathing but has difficulty breathing and has not been able to go to the bathroom. Possible dehydration is reported.
