Small outside fire extinguished by residents

As discussed during the dispatch call, fire crews investigated a possible small outside fire near California Street and Citrus Avenue, reportedly in the area of a homeless encampment off Euclid. A local resident had already put out a very small fire before units arrived, and the incident was canceled after confirmation on scene.
