Around the 6th Street, between Elm Ave & Linden Ave, we have a few "ghost" homeless vagrents wandering around with blankets over their heads. These mentally ill vagrents step into the streets, picking up trash, then dropping it again where they stand. They also just stop walking, falling down on the sidewalk with their dirty blanket over their body, oblivious to their surroundings. We call for the local "Outreach" patrol to take them off the streets to no avail. It's a sad state of affairs.
