Intoxicated man yelling outside Madras building

As discussed during the dispatch call, officers were dispatched to a report of an intoxicated man screaming and yelling near Southwest 4th Street in Madras. The man was described as a white male in his 30s with sandy hair, wearing a light gray hoodie and pants, and possibly standing in a business doorway.
