Person seen entering car and fleeing on foot

As discussed during the dispatch call, a caller reported a suspicious person seen on camera getting into and starting their parked car near Auburn Avenue Northwest in Massillon, then leaving on foot toward Fourteenth Street with a paper bag over their head. The caller requested to speak with an officer and show the video of the incident.
