Suspicious Cadillac with improper plate checked

As discussed during the dispatch call, officers responded to a report of a suspicious occupied black Cadillac parked near Margaret Avenue. The caller, who did not want contact, requested the vehicle be checked. An officer later reported the Cadillac appeared to have an improper license plate and something was blocking the vehicle identification number.
