Most likely to be a 1021 to start. Our caller was at Frater Town Hall Health Center off of Town Hall Road and witnessed a 1037 situation with a small child and a possible parent. Apparently the adult brought in a three-year-old who then seemed to be, quote-unquote, dragging him into the facility. They got away from him at one point. They then left in a vehicle. There was about a 10 to 15-minute delay. A caller's just concerned about it.
