The vehicle had followed RP to the west, went to the incoming lanes to chase the RP. The NRP was then west at, correction, the vehicle then went west into a park doing donuts. The white Toyota Rav 4, the vehicle had green LED lights on it with a palm tree on the front of the car. There was a partial 28 listed on the call comments, 8 John, Adam, and then nothing. The vehicle is no longer following the RP, and the RP just wants contact via 21. They were last seen headed westbound on McKellop.
