Caller reports neighbor left cat outside in heat

As discussed during the dispatch call, a caller at an apartment complex on A St NE in Miami reported that a neighbor threw their cat outside and said it was too hot for the animal to be outdoors. The caller refused to provide their name or apartment number and contacted 911 because they did not have regular phone service.
