Cars drag racing and arguing on Elmwood Street

As discussed during the dispatch call, dispatch received multiple calls about several vehicles revving engines, speeding, and possibly drag racing in the area of Cedarwood, Oakdale, and near a location on Elmwood Street, where the drivers were also reported to be arguing with each other.
