Complaint over food waste ditch attracting dogs

As discussed during the dispatch call, a caller reported a possible trash ordinance violation near the 400 block of Taylor Avenue, where construction workers reportedly dug a ditch and are putting food waste into it, attracting dogs. A white Chevy pickup may be associated with the construction workers.
