Hit-and-run crash involving parked van on 4th Street

As discussed during the dispatch call, officers were dispatched to a possible hit-and-run crash near East Fourth Street, where a white pickup reportedly struck a parked white Chevy van and then left heading west, possibly toward Merrifield.
