Cars revving and racing on 23rd Avenue block

As discussed during the dispatch call, officers respond to a traffic complaint on the 1400 block of 23rd Avenue about vehicles reportedly revving engines and racing up and down the street since around 9:00 p.m. The involved vehicles are described as two two-door sedans, one dark-colored and one white with neon pink lights.
