Underage person driving go-kart without lights

As discussed during the dispatch call, dispatch received a report of an underage kid driving a low-profile motorized go-kart with no lights or reflectors near Methodist Hill Road and Crane Creek in Mercer County, West Virginia. The caller was concerned the go-kart might be struck by other traffic.
