Person refusing to leave vehicle on Cesar Chavez

As discussed during the dispatch call, officers were dispatched to a reported disturbance at a vehicle near Cesar Chavez in Monterey Park, where a woman in a black and white dress was reportedly refusing to get out of a car. Units were requested to respond with lights and sirens.
