Suspicious vehicle reported pouring liquid in street

As discussed during the dispatch call, dispatch reports a suspicious black Jeep Cherokee near Orange Street and North Street. A caller reported the driver stopped in the road and appeared to pour or dump something from a can before leaving southbound on a nearby street.
