Loose dog blocking traffic on Ella Mill Road

As discussed during the dispatch call, officers responded to reports of a loose dog near Ela Mill Road and Davis Crossing that was causing a possible traffic backup in both directions. The dog reportedly had no collar and was not allowing people to approach it.
