Woman found on street after disturbance near Newport

As discussed during the dispatch call, a medical emergency was reported near (number withheld) Main Street involving a female found in the street after a disturbance with a male yelling about stolen medication. The male is known to have bipolar disorder and appears to reside at apartment (number withheld). Law enforcement will be notified.
