Shirtless man looking into vehicles flees on foot

As discussed during the dispatch call, dispatch reported a shirtless man looking into vehicles near a home on West June Street. The man then walked south on Allen Street while holding chains. Deputies searched the area, located him near Allen and Julie, and a possible obstruction offense was reported as he ran south on Allen toward Julie. Additional units were requested.
