As discussed during the dispatch call, a caller reported a man near a school entrance who was yelling or singing at passing cars and throwing items into nearby woods. The man then got on a bicycle and left in an unknown direction before officers arrived.

I just received a call from a male party regarding another male party who seemed to be yelling or singing at passing cars and throwing things into the woods.
