Driver drags dog in Palmyra Walmart parking lot

As discussed during the dispatch call, dispatch received a report of an apparent erratic driver in a maroon pickup truck at the Palmyra Walmart parking lot, with the driver allegedly yelling at people and dragging a dog. Units were advised of the vehicle description and the person’s clothing.
