Stopped SUV and horse trailer on highway shoulder

As discussed during the dispatch call, dispatch received a report of a white SUV and detached horse trailer stopped on the right shoulder of Interstate 8 near the Pine Valley Bridge. The caller suggested a possible person in distress or jumper, but no one was seen jumping.
