251 Mount Vernon Road. RP is an off-duty yellow county deputy stating that he drove by about 20 ago and noticed two subjects walking on extra grade. RP returned now and can see the same male. Near this location appears be squatting down on a cell phone in between some houses. Unknown where the female house is breaks. Male described WMA 30 to 40 long hair black hat with a tan shirt. Only description of the female house was WFA. Subjects were carrying black trash bags and other bags when you saw them originally. No further.
