Bicyclist in black follows city taxi after near collision

As discussed during the dispatch call, officers were dispatched near Beekman, Brinkerhoff, and Elm Streets for a report that a male on a bicycle wearing black nearly collided with a city taxi and then apparently began following the taxi driver.
