Person lying under clothes at crosswalk holds help sign

As discussed during the dispatch call, a welfare check was conducted near the crosswalk between Claridge Court Apartments and Safeway. A person was seen lying under a pile of clothes with a hand visible. The caller initially thought the person said "help me," but it was a sign in the area. The person appears to be breathing.
