Juveniles misusing carts near Target parking lot

As discussed during the dispatch call, officers responded to a reported juvenile disturbance in a shopping center parking lot, where a group was reportedly pushing each other in carts, nearly hitting vehicles, and later gathered around a red truck between nearby stores, with some possibly inside one of the stores.
