Man stumbling near truck with knives in tailgate

As discussed during the dispatch call, deputies were called to a rest area near Preble for a report of a man stumbling near a red pickup truck with knives visible in the vehicle. The caller was unable to communicate with him, and the presence of possible weapons or intoxicants was uncertain.
