I would call trying take someone's things, stealing. I don't know what you call it. Did you listen to the call at all? There's nothing wrong with panhandling in an area where there's no ordinance against it, but the minute you put your hands on me or my stuff, you've crossed a line. If that has been me, the call would have went out as an unconscious woman in a white hoodie.
