Intoxicated man reported walking on East Naomi Street

As discussed during the dispatch call, officers were sent to the area of East Naomi Street and Back Street for a welfare check on a man walking in the area wearing a cowboy hat, khaki pants, and no shirt who was possibly intoxicated.
