Driver taking break in Jeep at Reed Point pull-off

As discussed during the dispatch call, a caller reported a dark gray Jeep with a hard top pulled over near the Reed Point exit on I-90 and not re-entering the interstate. A later 911 caller indicated the driver was still at the pull-off and appeared to be taking a break outside the vehicle.
