Two-vehicle crash at West Frank Street and Richland

As discussed during the dispatch call, units responded to a reported traffic accident at the intersection of West Frank Street and Richland Highway. One vehicle was apparently disabled and unable to move, and fire units were requested to help with traffic control while a tow truck was on the way.
