Disoriented shirtless man sitting on highway shoulder

As discussed during the dispatch call, a disoriented male, shirtless and shoeless, was sitting on the shoulder of the westbound I-580 off-ramp near Richmond Parkway. The man appeared wobbly and emaciated.
